The game "loading screen" pops up when you change cells that were not cached in the video pipeline beforehand. If you only have 4GB (or only 1 or 2 more GB) of system RAM, then you are running up against this limitation.
An "on-board" chip uses "system RAM" for it's video processing, and it has to share that RAM space with the operating system, the game, and any other applications you have running in the background. You are running out of "video memory", unless you are using an "on-board video chip" instead of a separate video adapter card with it's own dedicated VRAM. This mod is really cool because it makes you play the game differently and offers a bit more challenge. This time though I wanted to play the game differently, so I began trolling the New Vegas Nexus site in search of obscure mods.
I have already finished it with another character but was called back to the Wasteland once again for reasons unknown. Recently got back into playing New Vegas.
